Footscray Clinical Hub receives government planning approval

HSPC Health Architects has secured planning approval for a new 12-storey ambulatory health facility in Footscray, set to begin construction in 2026.

A refined architectural design by HSPC Health Architects for the Footscray Clinical Hub has received planning approval from the Victorian Government through the Development Facilitation Program. Commissioned by Erica Healthcare Partners, the 17,700 sqm project will establish a major private health facility within Melbourne’s expanding western health precinct.

Strategically located opposite the new Footscray Public Hospital and in close proximity to Victoria University, the twelve-level vertical development has received planning approval for a range of primarily ambulatory and outpatient clinical services. The development responds to increasing demand for private healthcare infrastructure in the west and aims to alleviate pressure on the public system.

Designed to prioritise operational efficiency, accessibility, and long-term adaptability, the development consolidates services into a compact, high-performance building while maintaining a strong public presence. Delivered under complex urban and planning conditions, the project reflects HSPC’s depth of experience in shaping clinically-driven environments within constrained metropolitan sites.

“By fostering synergies with the new Footscray Hospital and strategically situating itself in close proximity to tertiary education institutions such as Victoria University, this clinical hub is set to deliver essential healthcare services to the Footscray community,” said Chris Doufas, Managing Director, HSPC Health Architects.

The Footscray Clinical Hub directly supports precinct-wide objectives, including enhancing local amenity, supporting jobs and population growth, activating underutilised land, and reinforcing Footscray’s status as a centre of health, education, and community service delivery.

Construction is expected to commence in 2026.
